The pictograms are designed to represent gender, they are not intended to be accurate representatives of actual people. In choosing to make the female cypher appear slightly shorter than the male cypher, it is likely the designer was merely reflecting the overwhelming body of data that the average height of a woman tends to be shorter than the average height of a man with the same background.
