Answer

On the basis of the information given, it is hard to provide a definite answer to these questions.

I am sure that the Volunteer Committee members are highly committed and motivated. It also seems that they have some knowledge of forest management and administration, but is this sufficient to manage such a challenging project?

I guessed that the Volunteer Committee could benefit from strengthening its facilitation and negotiation skills and maybe its administration skills as well.

My answers to the final question indicate the options available. They are not mutually exclusive and each option would need to be reviewed on a case by case basis, taking account of things like cost, sustainability, and the assumptions that would be involved.
