4.2 Formulating indicators (i)
Indicators in the logframe matrix can be formulated in various ways.

In development projects, it may be unrealistic to fix precise targets at the start of the project, particularly for indicators in the upper rows of the matrix.
In this case indicators can be formulated as objectives; that is, indicating the direction of change, but without setting numerical targets. Targets can be determined later on in the life of the project, when it becomes clearer what the project can realistically hope to achieve.
Sometimes the indicators only describe what will be measured. This is sometimes appropriate when targets are included in the formulation of the objective.
