If you now consider the formulation of indicators and means of verification for the 'purpose and outputs' level of the matrix, the procedure is the same at both levels of the matrix.
To formulate indicators for an objective you should start by thinking carefully about what it would mean in practice.
To illustrate the process involved, I have taken my version of the project purpose, which takes account of the changes decided on during the formulation of the indicators.
One way to go about formulating indicators is to 'deconstruct' the formulation of the objective - identifying the key words and phrases. Have a go at this now: which do you think are the key words and phrases in my project purpose?
