4.6 Formulating indicators (v)

The first indicator is easy to express in the form of a target.
But 'numbers of people participating' does not tell us about the quality of the participation. For this reason, to find out about indicators like this one, it is often more revealing to ask project stakeholders what they think.

Note that, although 'involvement' is a qualitative concept, you can convert it to a quantitative measure, by using a simple assessment scale, which would go in this case from 'very involved' to 'not at all involved'.
