3 Outcomes-based thinking

Figure 3.1: The starting point for talking about outcomes is finding out what matters to the person.

The support planning took longer for some people than others – some people developed a simple plan with relatively little help very quickly, whilst others took several weeks or even months to develop a plan with substantial support from their social worker.

Almost everyone asked some questions about what they could spend their money on. The answer was ‘anything, as long as it helps you meet the outcomes identified in your support plan and is legal’. This was a very empowering statement that made it possible for people to think differently and plan more creatively.

(Etherington et al., 2008, p. 5)

So what is 'empowering' about thinking about outcomes ? This section explores the focus in personalisation on what matters to the individual and compares this outcomes-based approach to providing services that are based on an assessment of needs.
