You have a number of priorities and a range of choices, but these are not easy and come with trade-offs and what we term ‘opportunity costs’. Hopefully, by the end of this short game you will appreciate that the choices facing African governments are complex and constrained and that there are no easy answers about how to manage Africa’s oil.
