3.3 Stakeholder politics

The politics of stakeholders, and of the participatory approach in general, was never far from the surface of Section 2. Consequently there’s little to be gained from adding anything further here, except to stress that the degree of political influence a stakeholder has depends on how powerful they are in a particular context. As context and power relations can both be dynamic (i.e. change over time) it is worth remembering that a stakeholder who may not have appeared (or actually be) powerful at the design stage of an evaluation may well become so later in the process. Controlling or influencing access to sources of data is one obvious example of how this might happen.
