1.4 Theory in assessment and evaluation

To appreciate fully the role of the evaluator it is necessary to have some understanding of the contribution theory makes to evaluation. This is a topic often overlooked by many introductory texts where evaluation is portrayed as an atheoretical, methods-orientated enterprise.
