5 Y Trydydd Cynulliad (2007-2011)
Roedd ymgeisiau i wella'r setliad datganoli problematig yn mynd â llawer o amser yr ail Gynulliad. Yn ystod y trydydd, roedd newid gwleidyddol sylweddol. Ffurfiodd Plaid Cymru glymblaid â Llafur Cymru – a phris ei chefnogaeth oedd ymrwymiad i ddatblygu'r setliad ymhellach.
