The Forth Road Bridge Bill was introduced to the Scottish Parliament on the 11th of December, 2012. Take a few moments to look at the Bill. This is the version as introduced without any amendments.
You’ll see that the name of the Bill is followed by a contents section. A short note about the accompanying documents is then provided before the content of the Bill is introduced. The Bill is structured in the same way as an Act. Bills form that basis for Acts, and here you can see that the Bill has a short introductory statement and is then divided into sections with one schedule.
Glancing briefly through the Bill, you can see that it’s designed to form the basis of an Act which dissolves the Forth Estuary Transport Authority and makes provision in relation to this by defining the section of trunk road, indicating to whom the powers will be passed and making provision for the transfer of employees. The final section notes that the short title of the Act will be the Forth Road Bridge Act 2013.

The bill may be short, but it still goes through the full process of debate, evidence, consideration and amendment.
