Change is often hard and people get stuck in old ways. There needs to be a mix of encouragement and compulsion. Encouragement and support are very important. People get this by targeted training that is relevant to their needs and support by working with others in the same position. But, if teachers can get away with not developing their ICT skills, many will not. Compulsion through requiring development as part of the profession or initial qualification is part of the answer. It is also important to convince teachers that using ICT in education is worthwhile and that they will be able to use it in their teaching. 

Instead of learning, the elderly teachers would rather assign any ICT related task to the young teachers. One way of helping these teachers is by Professional development sessions in ICT on a regular basis and demonstrating real class room situations or through lesson studies. Observing other teachers use ICT is also another way of encouraging teachers to use it in their own lessons.  

These elderly teachers can be encouraged to learn and use ICT devices in their teaching. An ICT personnel can assist them to develop the slide and these elderly ones will be trained on how to present it. Gradually they will develop a positive attitude towards the use of ICT
