Conclusion
In Section 1 you explored how to identify, assess and manage declarable interests under the Code of Conduct using the three‑stage approach outlined in the Code: connection, interest and participation. You examined what does and does not constitute a connection, learned to apply the objective test from the perspective of an informed member of the public, and understood your obligation to declare interests and withdraw from discussion and decision-making when required.
By working through practical scenarios, you practiced making consistent, transparent decisions in respect of confidentiality and the appropriate use of information, and in respect of maintaining the boundaries between the strategic role of councillors and the operational role of officers. You also examined how to support constituents and manage their expectations appropriately.
In Section 2 you examined your responsibilities for registering interests under Section 4 of the Code. You learned why the Register of Interests is a key public transparency tool, how and when it must be kept up to date, and the level of detail required. You looked at the nine categories of registrable interests and learned about personal accountability for ensuring entries are accurate, complete and timely.
In Section 3 you explored how to make fair and lawful decisions on quasi‑judicial and regulatory matters. You examined the characteristics of these decisions, your duties under the Code, and the importance of impartiality, evidence and open‑mindedness. You used realistic scenarios to apply the objective test, practised managing public and community council expectations, and tested how to handle representations without bias or predetermination.
In Section 4 you examined the standards of conduct expected of councillors under the Code. You explored the provisions relating to courtesy, respect and confidentiality, including when using online platforms and social media. Through practical activities and case studies, you considered how to maintain professional relationships with council officers while scrutinising performance, safeguard confidential information, and maintain clear boundaries between strategic and operational roles. You also applied the rules on gifts and hospitality, using the objective test to promote transparency and protect public trust.
