Welcome to FIFA Guardians™ Developing your Safeguarding Effectiveness
This course is for Global Football Community Learners and is part of the FIFA Guardians™ Safeguarding in Football Award.
This course focuses on building safeguarding working practices including risk assessments, codes of conduct, safer recruitment and policy, safeguarding reporting and your organisation’s response to concerns.
The course is divided into eleven 120-minute sessions for you to study. There are also quizzes that, along with the sessions, make up 26 hours of online learning for you to complete at your own pace.
It is important to know that completing this education programme will not guarantee footballing environments and activities to be 100% safe. Inappropriately designed programmes and poor operational management can put people, especially children and youth, at risk of harm. We hope that by taking this course, risk of harm can be identified and reduced and that everyone can participate in football in a safe and supportive environment, free from all forms of harassment and abuse.
If you have a concern about the content of this course, you can report it by clicking on the 'report a concern' button.

1. Understanding Safeguarding
Safeguarding means protecting people’s health, wellbeing, and human rights, ensuring they live free from abuse, neglect, and harm. Effective safeguarding requires policies, training, reporting systems, and a culture of accountability.
2. Current Safeguarding Strengths
A review should first identify what is already working well. Examples include:
Clear safeguarding policies: Written procedures explaining how to identify and report concerns.
Staff training: Regular training so staff understand signs of abuse and how to respond.
Designated safeguarding leads (DSLs): Individuals responsible for managing safeguarding concerns.
Safe recruitment practices: Background checks and proper vetting before hiring staff or volunteers.
Reporting mechanisms: Systems allowing staff or participants to report concerns confidentially.
These measures help create a safe environment and a culture of vigilance.
3. Areas for Improvement
Even strong safeguarding systems often need improvement. Common areas include:
a. Training and Awareness
Ensure all staff and volunteers receive regular safeguarding training.
Include updates on new risks such as online exploitation and cyberbullying.
b. Communication
Improve communication channels so staff feel confident reporting concerns.
Make safeguarding information easily accessible.
c. Monitoring and Evaluation
Conduct regular safeguarding audits and reviews.
Track incidents and responses to identify patterns or risks.
d. Support Systems
Provide support for victims and whistleblowers.
Offer guidance and counseling when safeguarding concerns arise.
4. Strategies to Improve Safeguarding Effectiveness
1. Strengthen Policies
Update safeguarding policies annually.
Align them with national laws and international standards.
2. Continuous Training
Provide refresher training.
Include scenario-based exercises.
3. Risk Assessments
Assess activities, environments, and online spaces for potential risks.
4. Leadership Commitment
Leaders should actively promote safeguarding culture and accountability.
5. Community Engagement
Involve parents, participants, and community members in awareness efforts.
5. Measuring Safeguarding Effectiveness
Indicators of effective safeguarding include:
Increased reporting of concerns (showing trust in the system)
Timely response to incidents
Positive feedback from staff and participants
Regular policy reviews and updates
6. Conclusion
Developing safeguarding effectiveness requires continuous review, strong leadership, staff training, and clear reporting systems. By identifying strengths and addressing gaps, organizations can build a safer environment where everyone is protected and supported.
