Expenses for a coaching License

I think the organization/Association must offer Development soccer coaches free Coaching listens for free, especially once in the grassroots then when u reach high level you can start paying a certain amount, depends on which level u are, here in South Africa we pay R3000-R5000 for Coaching D license which is the lowest License and I think u can't even coach on the third division with that license,so it will be best if it was offered for free or atleast Less than R500.
