Exclusion or Deliberate?

I was assigned to an online course and found myself being locked out for a long time. I tried several ways to get connected online, but nothing that I did worked. I telephoned the institution for technical support, as it was early in the morning and classes had already started; therefore, the teacher was not responding to any messages. After a long time, technical support contacted the student rep and sent text messages saying that I could not access my studies. The teacher responded to the text messages just before break and allowed access.
