I agree with you Patriciah in what you mentioned as the biggest challenge for this framework document. And I will go further to add that the challenge is even coupled with the digital divide which makes that in some parts of the world education policy makers will find it hard to really fully implement it by the indicated time frame.

UNESCO ICT CFT is very useful in the area of open education resources that could be accessed and used for teaching and learning. The use of ICT facilities and applications for collaborative participation in learning and societal development as well as inclusive education that it emphasised. It is useful for teachers, teacher educators and those who support education and basic and secondary education levels

To implement it, teachers must be trained to acquire knowledge of how the available ICT facilities can be used in facilitating learning as well as their professional development. the second way is to gain competencies in using ICT to facilitate  learner-centred education through collaborative and cooperative means that can be translated into real life situation. Finally, we should be able set example of good practice that will assist teachers to bring about a new knowledge that is relevant to solving present day problems

The UNESCO competency framework for teachers is usefull as far as ICT integration in teaching is concern. It shows  basic variables  to a person who  feels like supporting teachers for ICT  and the embedded knowledges  .  The knowledges have been  arranged basing on their complexity. 

Furthermore, the Framework  gives a picture that for  ICT integration  , Pedagogy  and  content (curriculum)  awareness is significant.

Yes, it is certainly a very useful document because it presents clear guidelines on the use of technologies in the teaching and learning process. The challenges for its implementation are related to the availability of technologies in schools, the commitment of teachers and leaders to better pedagogical use and the level of digital literacy of teachers and students.

yes,I agree with Biola on the pedagogical approach need to change, again there is need for attitudinal change of all concerned parties. The commitment and seriousness of policy makers is another important factor,it is easy to said,but when it come to the level of implementation  the will and the commitment will not be there again. Good monitoring approach will be panecare for this.

The document is really a useful one. It offers clarity on some concepts in ICT and its application to classroom settings. Scanning through, one could also discern infusion of theoretical perspectives to the use of ICT in the classroom. In addition to resources, commitment by the policy implementer is a critical limitation, especially where education is politicized (government rhetoric) . Attitude is another problem. By and large, we need to be positive and believe in its relevance and utilitarian features to the development of teacher education in Africa

UNESCO ICT Competency Frame work for teachers is a very useful and comprehensive document that should be part and parcel in any teacher training curriculum because there is no way the 21st century teachers can be effective and able to meet the needs of todays students without Mastering the ICT skills. The only challenge in most countries in Africa for instance is the issue of the wide digital gap but I guess a lot of effort is being made to gradually close this gap and start fully implementing this document as required.

Being an ICT tutor, I think the ICT Framework for Teachers is a very useful document as it provides guidelines for teachers and professional teacher trainers on the requirements of ensuring ICT is encompassed in schools. However major challenge would be the availability of the ICT resources which all need finances and sometimes good will of the political class is lacking hence no resources are channeled to schools for implementation of the policy.

yes its a very useful documents considering how the world is changing in terms of technology ,though its difficult to implement in developing countries due to lack of enough resources and also unequal distribution in all parts of the country

The UNESCO ICT Competency Framework for Teachers (ICT-CFT) seeks to help countries develop comprehensive national teacher ICT competency policies and standards and integrate these in overarching ICT in education plans.  Used by countries around the world, the UNESCO ICTCFT highlights the role that technology can play in supporting education across three phases of knowledge acquisition, knowledge deepening and knowledge creation. The competencies range from encouraging teachers to understanding national priorities as identified in national ICT in Education policies, how ICT can support the curriculum, assessment strategies, pedagogy, school and class organization, administration as well ongoing professional development. 

The major challenges will lack of an enabling strong environment, lack of determined leadership supports from government, from those responsible for teacher education and professional development of in-service teachers, and from head teachers and school principals.

Like others have stated, I also agree that it is a useful tool. However the low ICT literacy levels and the none availability of ICT equipment in schools and Colleges is posing a great challenge. There is great need to sensitize all players in the education sector for them appreciate the use of ICT in education delivery.

I agree with Sandra. It would be really helpful to work out what makes this document particularly useful. This might help us to use the whole document or small sections of me more purposefully in our work as teacher educators.

You may want to identify one thing you find particularly useful, and say for who it is useful, and how using this thing / idea will increase the impact of your work.

Tools for 21st century: ICT

If you read the National Policy documents for many African countries, you will see references to the power of Information Communication Technology (ICT) to support change.

The Kenya Policy document, for example, makes it clear that people in all levels of the system require skills in using and creating ICT resources, and that ICT can support learning. It is tempting to think that a well-equipped school or college will be full of computers. However, computers are expensive and require looking after. There are many cheaper forms of technology that can be just as helpful in supporting teachers and teacher educators.

Provision of ICT materials and application in National Teachers Institute, Kaduna, Nigeria is very low.

How much overlap is there between the introduction to this document and your country’s policy on ICT in education?

As for provision i think the Institute is well equipped with e-learning centre and payment for centre incentives to use the facilities of host institutions where we mount our programme. The problem lies in the utilization.

The need and usefulness of ICT competency framework for teachers in this 21st century cannot  be overemphasize if educational sector will sustain its value, and if teachers will continue to be relevant for learners of this century. such document should be strengthen for teachers use.
The major challenges that will be face in some African countries in implementation, is the accessibility of quality and effective ict facilities.

In addition to what many colleagues have said, I think the will power of the teachers themselves also matters. Some teachers insist that they are 'old school" and as such cannot keep pace with technological advancement. If governments would be defined and determined with implementation, I would imagine a situation where career / professional advancement is tied to digital projects that a teacher has successfully executed, then many would see it as a necessity.

This submission is correct. The will power of teachers is of utmost importance. There is need for a change of heart and orientation on the part of the 'old school' teachers if they would continue to be relevant in their chosen career in the 21st century. Such teachers also need encouragement from their employers and colleagues. They will also need to undergo a programme like this.

Important point, Joseph. Is it only change of heart or is it also a more open attitude to change, for example using different approaches to teach and enable learning, using technology, using resources that will engage the pupils? It does take courage, for sure, but a small step at a time will help do it!

The ICT competency Framework is very useful in equipping them with the skills and enabling them to use the skills in classroom environments to serve  teaching-learning expectations.

However, time constraints, commitment, attitudinal, age of the teachers and financial challenges can easily hinder the implementation.

You all agree so far that the UNESCO ICT Competency Framework for Teachers is a useful document. At the moment, though, I cannot identify tangible reasons why you think it a useful document.

You are much more forthcoming when it comes to why the implementation might be difficult.

It would be really good it you could identify one feature of the document that is going to lead you to implement one feature of it in your programmes and share with us:

  • the feature you find particularly useful in the document
  • the concrete step you are going to take with your students in the light of this.

UNESCO wants teachers to apply ICT to their teaching and to be innovative in the use of ICTs in teaching and learning.

Teacher have access to ICTs but lack knowledge of how to use them to teach.

Some teacher don't like to embrace opportunities that ICTs offer

How can we as advocates of ICT convince institutional managers, Government ministries and even employers to embrace ICT. In some cases budgets for ICT are there but some don't use appropriately. ICT personnel to support ICT training and oversight of ICT equipment are rare. Constant dialogue and maybe with the current situation where ICT is best for education might be an opportune time

Many of you mention the fact that teachers lack confidence to embrace ICT. What could we as teachers educators do to help them build confidence and develop strategies to use the resources they have at their disposal? Could we for instance model the use of the mobile phone that have in their pocket or bag to find resources, OERs? Any ideas to be used face to face or at distance?

I think the issue should be from a bigger perspective. firstly, how accessible is ICT in an institution? Then the issue of attitudes to the use of the ICT equipment. I think, we need to develop the skills in using the ICT equipment including the use of the smartphone as an ICT equipment. In addition, maybe how the phone can be used as an ICT teaching and learning resource with online ideas. In different parts of Africa, we are at different levels of ICT use.

The UNESCO ICT competency framework  is a good idea because it encourages integrating ICT in classroom teaching but there are challenges when it comes to implementation. First, is the fact that many schools and educators do not have access to these ICT resources. Secondly, many educators are still not skilled in the act of using ICT resources

I'm in agreement with colleagues. The ICT Competency framework for teachers is super. Most countries got good ICT policies, an example being my own Kenya, but as indicated by colleagues, some teething problems at the implementation stage. But with this kind of sensitisation, we are headed for better days for teachers and teacher educators can lead from the front. Most teachers have smartphones, computers, the youth too, but other enablers like projectors maybe tough to come by.

Personally, I got still to improve on resource creation and lesson facilitation and coordination online, although am impressed at the ind of improvement noted so far, thanks to all the facilitators and all the colleagues for this wonderful collaboration and community!

The challenges for implementation are as follows:

A. Limited accessibility and Network connection

B. Limited technical support 

C. Lack of effective training

D. Limited time and lack of teacher's competency

E. Inappropriate funding and lack of technical training of teacher's.

UNESCO wants teacher to apply ICT and to be innovative in the use of ICT in teaching and learning. The policies of both Nigeria and UNESCO want an inclusive education for all.

Teachers have mobile phones, tablet or laptops but lack of knowledge of how to use them to teach pedagogically. They do not use them in planning and teaching.

Some teachers are not ready to embrace the opportunities that can be gotten from ICT. They believe it's not possible to effectively use ICT to teach.

It is a very useful document. However implementation poses challenge. In Kenya during COVID - 19 school closures attempt to conduct classes online faced challenge of lack of internet bundles, low or no internet connectivity, lack of computers and smartphones.

Some teachers lack know how and confidence to use technology to teach.

This is an important document, particularly for teacher educators and education officers. It sets out the skills that educators need in a progressive manner.
