It must be considered that ICT technology that uses network is not the only form of technology. In a community where there is no network, radio,television and newspaper can be used in sharing and getting information. Also,physical proximity, that is face to face sharing of information can also be used in such community.

Good points, Abiola. I think we also need to be aware that connectivity is coming. In Kenya, apparently 39m out of a population of 48m have internet access. But it is tough for the 9m who are excluded. Working collaboratively, and sharing devices can help.

That's correct Kris, for example the majority of students in primary and secondary school in Kenya cannot access education.

This is true Kris. Some, however, have no gadgets to share. It is very tough for the 9 million who include learners at all the levels of education. As some use technology to learn either individually or collaboratively, others are left out. It is a dilemma for the latter group, because when they finally resume school, they are likely to take longer to catch up with their peers.

ICT technology can also work, in a community where there's no network by providing more ICT tools, such as videos, television etc.
