With the introduction of Open Educational Resources, e-learning has become increasingly accelerated. The availability of materials for which students can easily relate to due to simplicity, and similarity to the course work is a marvel.
The use of a learning chamber fully solar-powered by the school in South Africa is something I see policymakers working solar installers replicating in all of Africa.
OERs can be used independently form access to Internet and allow learning that is not e-learning. For instance, in Togo, the ENI (the primary school teacher training establishment) have one printed copy of all the TESSA resources for ENI teachers and student-teachers to consult or copy or photograph or.... When I visited the NTI campus school a few years back, the Head Teacher had made a copy of TESSA resources she considered important and made them available to all the staff. Some teacher educator colleagues in Ghana consult the TESSA resources on their smart phones and incorporate them into their face to face sessions.
The TESSA Toolkit for Teaching Practice Supervisors has a section on using TESSA resources in face to face teaching.
The solar chamber idea not bad at all, especially for remote parts of the countries, that's be handy..

Yes it has. In an OER, the creator also allows users to access and reproduce the materials to access and reproduce the materials without cost and under certain open licences, to adapt or change the resource.
