Introduction

Debates about risk, personalisation and self-directed support give rise to strong feelings from people involved from a number of perspectives: those who use services, carers, providers and commissioners of services. A focus on risk has the potential to divert attention away from other key aspects of personalisation, but questions about risk need to be considered if personalisation is going to work.
