To get your feet wet, we are going to immerse you in a difficult environment right away and ask you to think about the sanctions that were imposed during Sierra Leone's civil war in 1997. You will complain that you don't have enough information, which is precisely the point – decisions during war and in early postwar periods are almost always made with too little information. You will, we hope, think yourself into the shoes of people who had to make hard choices.
