Emotional governance is a term used by sociologists to describe how power works through feelings, shaping who feels safe to speak, what emotions are acceptable, and whose pain is visible. This concept builds on the work of Sara Ahmed, who has explored how emotions circulate in institutions, stick to certain bodies or ideas, and organise social inclusion and exclusion (Ahmed, The Cultural Politics of Emotion, 2004).
