3.3.5 Managing transfers

Provision should be made for transferring teachers whose personal or professional circumstances change, as far as this is compatible with the staffing needs of schools. Transfers should be managed according to the same principles of equity and transparency that govern deployment, balancing the needs of teachers and schools. The use of EMIS/TMIS can facilitate applications for and management of transfers.^{Footnote 16}
