      Climate finance is growing—but access is not. While over $100 billion per year has been pledged under international agreements like the Paris Agreement, many low- and middle-income countries still struggle to turn climate ambitions into actionable, bankable investment plans. Governments frequently cite a lack of institutional capacity, technical expertise, and strategic coordination as critical barriers to unlocking climate finance. As the world accelerates its efforts toward net zero, countries need more than capital: they need knowledge systems, institutional tools, and trained leaders who can convert data, policy, and political momentum into structured, fundable climate investment portfolios. Over 160 countries updating their Nationally Determined Contributions under the Paris Agreement and trillions in blended climate finance instruments coming online through platforms like the Green Climate Fund, MDBs, and sovereign transition plans, demand for technical assistance has never been higher. In response, the UK Government–funded Climate Compatible Growth (CCG) programme is launching a new open, online course designed to systematically build the skills needed to access climate finance. At the core of this course is the Data-to-Deal (D2D) Framework, a seven-component framework that has already helped countries like Costa Rica, Dominican Republic, Uruguay, and Chile mobilise billions in climate funding. This course aims to scale that knowledge globally.
