Personal change is just a way to push the burden of effort from government to citizens. Most of the changes needs to be done by policy makers not citizens. So I disagree with the premise of the question.
I partly agree, and believe that large-scale change absolutely needs policy, regulation and investment. Citizens alone can't always solve large systemic problems. However, I also think citizen science can help bridge the gap between people and policymakers if done effectively. It can make issues more visible and create pressure for action, as well as provide evidence behind decisions. It helps create a sense of shared ownership of problems and their solutions.
