People need to be made aware of the possibilities and have the autonomy to create their own favourable conditions within the community. For example, they need to identify their own problems, prioritise them and put forward their own solutions. Considering cultural and societal norms of the community, the involvement of influential people, and the collaboration of local institutions and organisations are important. The participation of women is especially important to improve the success of project outcomes.
