1.4 The importance of the per cent sign

A mistake that many people make is that they think of ‘%’ or ‘per cent’ as a unit, instead as a symbol that actually affects the number itself. Twenty-eight per cent is not equal to 28, it is actually28 divided by 100, or 0.28.
