I remember one situation in addressing a Principal at a Special school whose approach was to deny that particular students had disabilities, and wouldn't refer them for intervention services. of course, the issues would be hidden only for a time...as the students progressed through their school careers, and the intensity of work increased they often ended up quite disenfranchised, which often manifested in  a number of maladaptive behaviours which could have been mollified had there been earlier intervention.
