I believe that one contributing factor to creating an inclusive school ethos is leadership. I can say without hesitation that the Administrator of the centre where I work is an advocate not just for children's education, but also the inclusion of children with disabilities. This is evident as there is a constant collaboration between the Administrator, District Administrator, Ministry of Education and Student Support Services to ensure that the needs of the children and parents are met as far as possible. From observation, assessment, implementation of strategies and professional support, all avenues are explored to try to ensure that children with disabilities are given a fighting chance. And while there are obstacles the general idea is one of acceptance and catering to the well-being of the child.
Another contributing factor is teacher training/professional development. All teachers at the centre have a background in early childhood education and development, which I think makes teachers more accepting of children and their differences. The Ministry of Education also conducts teacher training workshops which allow teachers to replenish their knowledge and skills across the board. Again this does not mean that everyone will be in agreeance, but generally I believe it contributes to building an inclusive ethos.
