I agree Fatima that knowlegde and skills are necessary for achieving inclusive culture and ethos. But how do we get the knowledge and skills? Again those aspects like having continuous professional development, sharing and collaborating among teachers and specialists, parents and researchers etc. Through such interactions knowledge of resource use, how to identify learner specific  needs, make adaptations are spelled out.Such experiences make people feel included in the school.
