Of the 2 tools, I will prefer Option #1.  

This can be use as a guide in creating one in regards to the school's context.  I would however, make more provisions for parental support and involvement as well as stakeholders.  Parental support should not just include questionnaires or parent conferences.  There are many parents who are talented and can give moral support to the school to help in making it inclusive.
