Transport policy co-creation is about designing mobility policies together with the people they affect, rather than leaving all decisions to government experts or planners. It’s a collaborative process where citizens, local authorities, transport operators, businesses, and researchers share ideas, data, and experiences to shape better policies.

  1. Engagement – Workshops, public consultations, online platforms, and participatory apps invite input from citizens.

  2. Data Sharing – Authorities share open data (traffic flows, air quality, accident hotspots), while citizens may contribute through surveys, apps, or sensors.

  3. Policy Experimentation – Different transport measures (like low-emission zones, school streets, or bike lanes) can be tested through pilots or visualisation tools.

  4. Feedback & Adjustment – Stakeholders review results and suggest changes before final policies are adopted.
