I  have witnessed the impact that a negative attitude can have on students. In a particular school the SEN students are sometimes placed in one class. The hope of the school is that their individual needs would be catered for and they would be able to reintegrate into the upper classes. However, the negative attitude of the teacher, the feeling that her class is the dumping ground,  her lack of curriculum adaptation, her believe that she can just move at a slower pace and little believe in the student's learning capabilities just exacerbate the situation. Students leave the class worse off than when they entered. 

Teacher attitude plays a big part in how students learn and see themselves. Teacher attitude must be the first area to address when creating an  inclusive school.
