Two factors that  I think are particularly effective in contributing an inclusive ethos and culture are a cooperative and collaborative spirit among teachers for inclusion to be facilitated and for teachers to research how to facilitate learning for the special child and for resources to be made available. Such resources may be start with a shelf with material or a cupboard, or a space in a room , if not a resource room, where there may be trained experts in specific special needs area to be able to assist the special student.
