I would do a proposal that includes a rationale, the objectives,  the projects that we wish to embark on, the persons responsible for achieving the objectives, a timeline for accomplishing those tasks and a cost for the projects.

I would also explain that the cost of each project cannot be covered by the subvention from the Ministry but that there is a need for change to inclusivity which is one of the vision of the Ministry. 

Transitioning to an inclusive school would involve many small projects and the community and key stakeholders must be involved as they would also share that vision  for the school and the country as a whole. 

The development of the child is at the centre and all efforts must be made for each child to be given an equal opportunity.

The challenge may be soliciting funds and gaining the financial support of stakeholders.
