In my opinion, the main barriers to data literacy are the lack of skilled personnel and insufficient training in how to collect, interpret, analyse, and present data. Other challenges include limited access to appropriate analytical tools, poor-quality or incomplete data, and data stored across disconnected systems. A lack of clear data-management policies can also make it difficult to access and use information effectively. Finally, organisational resistance to change and limited cooperation between data owners and decision-makers may prevent data from being fully integrated into policy-making.
