Preregistration

Preregistration is sometimes not practical in experimental science. A lot of times happens that during a project, a new hypothesis comes up that might be totally irrelevant to the primary project. Looking from the timeframe point of view, they need to do the experiment before the preregistration which makes them even more "guilty".

Well, I think that in that case, the correct option is to set up another experiment to explore the new hypothesis and not to abandon the actual research plan.
