No policies at my place

My institution has no official Data management policy and we're realizing it's something we should be concerned about. Each individual investigator uses his/her own discretion to manage the data and give access to it.

Any suggestion on how to start implementing these policies?

Well I think one simple thing is to look at what similar organisations have in place and then pitch that to whoever makes the decisions about creating something similar. JISC has a nice guide that might prove useful:
