Activity 3.2 Observing teaching. which is the most difficult to observe?

Looking at the World Bank teaching observation tool 9 criteria, I think Critical Thinking would be the most difficult to observe. It may not be crystal clear to tell when a student is critically thinking or not. 

What is your view?
