What do you think he means by learner capacity?

He means how well the children are able to learn, by building students capacity for learning, improving students abilities, skills and expertise in various areas and their isnt one way a child can learn.

What cultural attributes does he want to change?

He wants to change the way society regards children with special needs. He also want to change the belief that disable students are not contagious and these children should not be segregated from among the rest.

Fixed intelligence - Teachers can view failures as opportunities for learning, encouraging students when they are having difficulties and reward students when they have improved.
