Knowledge of 'OER' guidelines

I have learnt that the 'OER', Open Educational Resources: * Its free * Its a apart of the digital age, the 21st century - can be accessed once with internet connectivity and can also be downloaded. * Anyone can publish 'OER'. I have also learnt the hierarchy of a pyramid showing the organization of the 'OER' from bottom up. The acronyms are: 'APACAV' : Acess, Permission, Awareness, Capacity, Availability and Violition. One has to go through these process in accessing the Open Educational Resources.
