One of the jobs of any Government in respect to educating their people is that all must be included, and that no child is left behind at any level of the education ladder. The Trinidad and Tobago Ministry of Education, in its Target 2015 Education For All (EFA) Action Plan, has acknowledged that such improvement must focus on increasing the learning potential of its citizenry on a more “universal and equitable basis”. Against the background of Vision 2020 and EFA Action Plan, The Government policies are clear, that opportunities must be provided for all, the challenged, regular, and gifted students, from early childhood to university.

As a result of this action plan, one saw the building of state-of-the-art primary schools, free university education with the introduction of GATE, and the building of over one hundred or more ECCE Centres throughout Trinidad and Tobago, as well as employment of qualified ECCE teachers and administrator to run and managed these Centres.
