It's always worthwhile to check your institute's open access policy, as they might offer financial support for publication fees. Alternatively, several publishers (PLOS comes to mind) offer fee waivers for people meeting certain criteria (https://www.plos.org/fee-assistance)

You should also check if your funder has an open access policy (e.g. MRC, Wellcome Trust, etc.).

The Research Council of Norway allows Open Access related charges to be budgeted and claimed in the proposal/Project.

Regarding your institute OA publishing support, it happened to me during my PhD and it was very helpful (but my PI told me...I had no idea or even thought about it at the time). Often students or researchers are not informed about the possibility, it's always very useful to ask!
