PlanS: Open Access by default for publicly funded research

Research funders promoting Open Science/Open Access

In September 2018 a group of major European research funders founded COAlitionS to promote Open Access practices in academic research. Together they launched PlanS - a declaration that will mandate Open Access to research publications generated through research grants that they allocate.

PlanS states that:

“With effect from 2021, all scholarly publications on the results from research funded by public or private grants provided by national, regional and international research councils and funding bodies, must be published in Open Access Journals, on Open Access Platforms, or made immediately available through Open Access Repositories without embargo.”
These new policies will affect a majority of researchers who depend on research grants from particpating funding agencies. PlanS has created a lot of momentum in open science policy and open access movements. Many researchers have applauded this bold vision, but some also have voiced concerns that PlanS violates academic freedom.
