Non-academic impact and OA

As mentioned in some comment below, one of the main obstacles for publishing is the current academic rewarding system, in which scientists are evaluated based on their publications in high-profile journals or those that have high impact factors.

Increasingly, more people talk about the importance, not only of the scientists academic impact of their publications but also the importance of the non-academic impact, that is, evaluate scientists/articles based on the social, health, cultural, environmental or economic impact of their publications.

Does anyone know if this is also being incorporated or is it in line with Open Access policies?
