Barriers to Open Access publishing

Money - now, a day there are a number of open access journals, which demand money for publishing articles in them.

Audience - many local open-access journals. Many titles were ones I had never heard of, and were of very local interest.

External forces - lack the funds or departmental support to cover OA costs.
