In my point of view, the context of offering counselling is not really a part of a teacher's role, but some of the schools in migrant areas or the Thai-Myanmar border usually do not have counselling in their schools. Instead, teachers are always approachable to their students. Moreover, they also have a strong relationship with their students, so they should also have the background skills of counselling to be able to respond to their learners' needs. Then, they can also practice active listening, empathy, nonverbal, and reflection when they are faced with their students' expressions of their feelings.
From my perspective, there is a small risk to offering counselling in an old school in Camp due to financial problems, but I also understand that even though the school offers counselling for the students, it is rare for students to express their feelings to a stranger. I see that mostly they just choose their friends and teachers to tell what they feel.
