In my opinion, teachers are often play a vital role in school and they can be a counaelling, but counselling itself should have a specialist role.
Teachers can have some risks in offering this support to learners because It can stressful for the teachers and problems like abuse, depression, or self-harm need expert support, and teachers might not recognize all the signs and it will too heavy for teachers to handle.
I have never seen that we have a counselling in my previous school but currently that i attend is offering this. It's really good to provide counselling in school because it helps students stay safe, less of stress, and ready to learn. Teachers also have to be still supports and listen to them.
