In my point of view, offering counselling is part of teacher role even it is not a specialist role. As a reason, teacher is a person who is the closest to students and they well know aboout their students. For some school, they do not have any counselling session due to their situations or some problems. In that case, teacher will be main role of offering counselling. For example, listening to their students' problems, give them feedback, setting a clear goal for students as skills of counselling. So that we can provide safe environment for our students and develop them.
