Textbook as a OER

I feel really interested about to add the textbook content to OER. One of the Finland Wikimedian made a great work making textbooks open for all https://fi.wikibooks.org/wiki/Wikikirjasto:Perusopetuksen_osasto though it was in finnish language.  I am also planning it to my Country taking help of Wikipedia Education Program.

How difficult has it been for you to find resources in order to create this open textbook?  My department has been in a never-ending search for the right English book for composition and for research, and rather than continue this search, the idea has been raised of the department writing its own book.  We obviously do not have time to write a book from scratch.
